Any one owning, operating, facilitating or coordinating a Group Residential Home or Facility as defined herein above must register with the office City Manager or the City Manager’s designee by disclosing the physical adddress of such home or facility and the number of residents occupying said home or facility. Said registration must take place within thirty (30) days after the effective date of this section. The penalty for noncompliance with this section shall be a fine of ten thousand dollars ($10,000.00). Each day a violation shall be deemed a separate offense with said fines being payable to the City’s Finance Department.
