The City Manager is hereby authorized to enter into a mutual agreement with governing units outside the corporate limits of the City which have fire equipment, to receive or to render assistance for fire protection, free of any charge. Any agreement entered into shall be discretionary with the City Manager, whenever he deems it advisable to make such agreement.
