505.22 PROHIBITING THE FEEDING OF STRAY ANIMALS AND WILD PIGEONS.
   (a)   It is a nuisance for any person to feed stray animals or wild pigeons as defined in this section, on any public street, or on any public property within the City.
   (b)   It is a nuisance for any person to feed any animal, not owned by them, on private property. This section does not apply to wild or migratory birds fed out of a bird feeder.
   (c)   For purposes of this section, “stray animal” means a non-livestock animal that is roaming with no physical restraint, without an identification tag, collar or chip and that has no record of ownership.
   (d)   For purposes of this section, “wild pigeon” means any bird of the family Columbidae but shall not apply to any pigeon that is under the care and control of any person.
   (e)   Any person violating any of the provisions of this section is guilty of a minor misdemeanor and shall be punishable by a fine of not more than fifty dollars ($50.00) for the first violation; a fine not exceeding one hundred dollars ($100.00) for the second violation; and a fine not exceeding one hundred fifty dollars ($150.00) for each additional violation.
