Golf carts or under-speed vehicles that are to be operated in the City shall be required to have the following:
(a) Adequate brakes and braking system;
(b) Equipped with properly working brake lights, head lights, tail lights, and warning devices, also known as turn signals, as described in Ohio R.C. 4511.39;
(c) A properly working steering mechanism;
(d) A windshield to prohibit injury from any debris from the roadway;
(e) A rear-view mirror to reflect the operator a view of the public street or highway to the rear; and
(f) Appropriate tires that are free of major bumps, bulges, breaks, or any condition that would be cause for unsafe conditions;
(g) A slow-moving vehicle emblem displayed on the rear of the vehicle;
(h) Operated by a person over the age of sixteen (16) who possesses a valid driver's license.
(i) Golf carts that have been modified to exceed the speed of twenty (20) miles per hour shall not be considered golf carts under the provisions of this article, and are not afforded the rights provided herein.
(j) Per Ohio Law - Any child who is under age four (4), and/or under forty (40) pounds must be in an approved child seat when in a moving vehicle. Children ages four (4) to eight (8) must occupy a booster seat if they are less than fifty-seven (57) inches tall.
