Whenever any ordinance or resolution provides that the same shall be published by posting, the City Clerk shall cause the same to be published by causing a true and authenticated copy thereof to be posted upon the bulletin board in the lobby of the second floor of the Municipal Building, located at 728 Second Street, Portsmouth, for a period of not less than fifteen days.
