The City is hereby subdivided into six wards which are equal in number to the members of Council who are hereafter to be elected from wards according to law. The boundaries of the wards shall be such as are hereinafter set forth, which boundaries are so fixed that each ward shall contain as nearly as practicable an equal number of inhabitants.
(a) First Ward. All that part of the City bounded on the North, South and West by its corporate limits; and on the East beginning at the intersection of center of Chillicothe Street and the South corporate line of the City; thence Northerly with the center of Chillicothe Street to a point of intersection with the centerline of the alley behind the lots on the North side of 14th Street; thence in an Easterly direction along the centerline of said alley and between lots 29 and 30 and 56 and 57 of the Peter Kinneys Addition and continuing with the centerline of said alley to the intersection with the alley behind the lots on the West side of Kinney Street; thence Northerly with the centerline of said alley to the centerline intersection with 16th Street; thence Easterly along the centerline of 16th Street to Waller Street; thence Northerly along the centerline of Waller Street and continuing between lots 154 and 155 of the Sunnyside Subdivision being North of 24th Street to the Northerly line of said lots; thence Esaterly along the Northerly lot line of lots 155- 164 to the Northeast corner of lot 164; then Northerly along the East line of lots 165-173 to the Northeast corner of lot 173; thence Easterly along the South line of the City of Portsmouth 16.449 acre tract to the Easterly line of said tract; thence Northerly along the Easterly line of City of Portsmouth tract and extension thereof approximately 883 feet to a property corner; thence Easterly approximately 270 feet of the Southwest corner of lot 14 of the Edrick Heights Addition behind the lots on the West side of Gilbert Avenue; thence Northerly along the West lot line of the lots on the West side of Gilbert Avenue and continuing along the West line of lot 1 of Hearthstone to the centerline of Coles Boulevard; thence Westerly with the centerline of Coles Boulevard to the centerline intersection with the extended Westerly right-of-way line of Simpson Street; thence northerly with the and the Westerly right-of-way line of Simpson Street and the Westerly right-of-way line of Buena Vista Lane to a corner of the North corporate line and being the terminus of the East line of the First Ward.
(b) Second Ward. All that part of the City bounded on the south by the corporate limit of the City between the center line of Chillicothe Street and Brown Street extended; on the North, East, and West beginning at the intersection of the centerline of Brown Street extended and the south corporate line of the City; thence in a Northerly direction along said extension and the centerline of Brown Street to 8th Street; thence Westerly along the centerline of 8th Street to Lincoln Street; thence Northerly along the centerline of Lincoln Street to Gallia Street; thence Easterly with the centerline of Gallia Street to the center line of Turley Alley extended South; thence Northerly along the centerline of Turley Alley and the extension thereof to 12th Street; thence Westerly along the centerline of 12th Street to Offnere Street; thence Northerly along the centerline of Offnere Street to Robinson Avenue to Waller Street and being a corner of the Easterly boundary of the First Ward; thence Westerly and Southerly with the Easterly boundary of the First Ward to the intersection of the South corporate line and the centerline of Chillicothe Street and being the terminus of the North, East and West line of the Second Ward.
(c) Third Ward. All that part of the City bounded on the north by the corporate limits of the City from a point at the Northeast corner of the First Ward and in the West right-of-way line of Buena Vista Lane to a point at the Northeast corner of lot 49 of the Indian Hills Subdivision; on the East, West and South beginning at the Northeast corner of the lot 49 of the Indian Hills Subdivision; thence Southerly with the East line of lot 49 and lots 1-12 on the East side of Seneca Drive to the centerline with Sandstone Drive; thence Southerly with the East lot lines of lots situated on the East side of North Hill Road to the Southerly right-of-way line of Dorman Drive; thence Westerly along the Southerly right-of-way line of Dorman Drive to the Northwest corner of lot 7 of the Albert F. Leichner Addition; thence Southerly with the west line of lot 7 continuing through the centerline of an 8 foot service strip to the centerline intersection of 25th Street; thence Westerly along the centerline of 25th Street and Havercotte Road (vacated) and the extension thereof to Timlin Road; thence Southerly along the centerline of Timlin Road to the intersection of the North line of lot 19 of the Norway Heights Addition extended; thence Easterly along the North line of lot 19 to the centerline intersection of Old Coles Boulevard; thence Southerly with the centerline of Old Coles Boulevard to the North line of lot 1 extended being on the North side of Kinneys Lane; thence Westerly along the North line of lot 1 and lot 2 to the centerline intersection of East Timlin Road; thence Southerly along the centerline of East Timlin Road to Kinneys Lane; thence Southerly with the centerline of Hutchins to the centerline of 17th Street; thence Easterly along the center line of 17th Street to Grandview Avenue; thence Southerly along the centerline of Grandview Avenue to Grant Street; thence Westerly along the centerline of Grant Street to McConnell Avenue; thence Southerly along the centerline of McConnell Avenue to the centerline of Robinson Avenue; thence Westerly along the centerline of Robinson Avenue to the centerline of Hutchins Avenue; thence from the intersection of Robinson Avenue and Hutchins Avenue, in a Westerly direction along the centerline of 12th Street to the centerline of Turley Alley and a corner with the Second Ward; thence Northerly and Westerly with the line of the Second Ward to the intersection with the First Ward; thence Northerly with the East line of the First Ward to the Northeast corner of the First Ward being the terminus of the East, West and South line of the Third Ward.
(d) Fourth Ward. All that part of the City bounded on the south by the corporate limits of the City on the Ohio River; on the North, East and West beginning at the Southeast corner of the Second Ward; thence Northerly with the East line of the Second Ward to a corner of the Second and Third Wards; thence Easterly and Northerly along a line of the Third Ward to a corner with the Third and Fifth Ward; thence Easterly along the centerline of Grant Street to the centerline of Grandview Avenue; thence Northerly along the centerline of Grandview Avenue to 21st Street (Kinneys Lane); thence Easterly along the centerline of 21st Street to Summit Street; thence Southerly along the centerline of Summit Street to 20th Street; thence easterly along the center line of 20th Street extended to the centerline of an alley in the Rosemary Addition; thence Southerly along the centerline of said alley to the centerline of 17th Street; thence Easterly along the centerline of 17th Street to a point in the West lot lines of lots situated on the West side of Mabert Road, South of 17th Street, being 125 feet off of the Westerly right-of-way of Mabert Road; thence Southerly and running parallel and 125 feet from the Westerly right-of-way line of Mabert Road and being in the alleys of the Lang and Armstrong Additions to the centerline intersection of Gallia Street; thence Easterly along the centerline of Gallia Street to intersection with the alley between lots 190 and 191 of the East Portsmouth 2nd Allotment; thence Northerly and Easterly with the centerline of said alley to the centerline of Poplar Street; thence Southerly along centerline of Poplar Street to Gallia Street; thence Easterly along the centerline of Gallia Street to the Westerly right-of-way line of Plum Street; thence Southerly along the Westerly right-of-way of Plum Street and extension thereof to the South corporate line being the terminus of the North, East and West line of the Fourth Ward.
(e) Fifth Ward. All that part of the City bounded on the north by the corporate limits of the City between the Northeast corner of the Third Ward and the Northeast corner of the West Half of Section 10; on the East, West and South beginning at the Northeast corner of the West Half of Section 10; thence Southerly along the East line of the West Half of Section 10 to the Southeast corner of the North Half of the Southwest Quarter of Section 10; thence Westerly along the South line of the North Half of the Southwest Quarter of Section 10 to the line between Section 9 and 10; thence Southerly along the line between Section 9 and 10 to the corner of Sections 9, 10, 14 & 15, Township 1, Range 21; thence continuing Southerly with the line between Section 14 and 15 to the centerline of Gallia Street and being in the line of the Fourth Ward; thence Northerly and Westerly with the East line of Fourth Ward to the intersection of Grant Street and McConnell Avenue at a corner with the Third and Fourth Wards; thence Westerly and Northerly with the East line of the Third Ward to the Northeast corner of the Third Ward and being the terminus of the East, West and South line of the Fifth Ward.
(f) Sixth Ward. All that part of the City bounded on the West by the Fourth and Fifth Wards and the corporate line of the City; on the North and the East by the corporate line of the City; on the South by the Ohio River and the corporate line of the Village of New Boston.
