The matching funds pledged by the City to complete improvement plans to City owned property may be paid in whole or in part by the City from the Capital Improvement Funds available and appropriated therefor, and the City may accept grants or loans from the State or Federal Governments or other entities, to be used for the planning and improvement activities. The City Manager, and other appropriate City officials, are hereby authorized to take such administrative steps as are necessary and appropriate from time to time to obtain federal or state aid to assist in the financing of said projects.
