Subject to the approvals of City Council as and when appropriate, the City Manager, Director of Community Development Department, City Solicitor, City Auditor and other appropriate City officials, shall proceed to propose to take such actions from time to time as are necessary and appropriate to carry out the improvement plan. Such actions may include, without limitation, negotiation for the acquisition of parcels, obtaining appraisals, title examinations and reports; obtaining bids where necessary and/or required by law; demolition and clearance; supervising private contractors performing work on the project; and making of site improvements.
