City Council may approve or reject the proposed improvement plan, or make modifications and approve such plan as modified. Approval of the plan shall be by not less than a majority vote of City Council. In the event that City Council approves the improvement plan, its approval shall include the following findings:
(a) That the area described in the plan is a deteriorated area;
(b) Such findings as may be required in the event that federal or state financial assistance will be utilized in carrying out the plan;
(c) The amount of privately donated funds to be accepted and deposited to the Capital Improvement Fund and the amount of the City’s proposed matching funds to be provided for the completion of the plan; and
(d) Such other findings as may be necessary or desirable.
