Any City owned property improvement plan utilizing privately donated funds shall include, but may not be limited to, the following:
(a) A description of the boundaries of the project area.
(b) A use pan, together with drawings or maps, showing proposed improvements to the City owned area after improvement thereof, and the extent of public and private funds necessary to complete the improvement and proposed use within the project area.
(c) A summary of the work to be performed, the entities to perform the work (whether private or public) and the amount of proposed City funds to be utilized.
