Upon approval of the City Manager, the Director of the Community Development Department may, from time to time, recommend the acceptance of privately donated funds for improvements to City-owned areas, and obtain or prepare such studies and reports as are necessary and appropriate in connection with a proposed plan, and may prepare a proposed plan for any such City owned area.
