179.02 DEFINITIONS.
   For the purpose of this chapter, the following terms shall have the meanings ascribed to them in this section, unless a different meaning is clearly indicated in the context:
   (a)   “Deteriorated area” means an area owned by the City, which, because of the existence of deteriorated or deteriorating structures or other improvements, or poorly designed, faulty lot layout in relation to size, adequacy, accessibility or usefulness, violations of building, sanitation or other City ordinances, unsanitary or unsafe conditions, deterioration of site or other improvements, inadequate public utilities, incompatible land uses or land use relationships, or the existence of other conditions which adversely affect or are detrimental to life or property, or any combination of the foregoing, substantially impairs the condition of City owned property, or constitutes an economic or social liability, and is detrimental to the public health, safety, morals or welfare in its present condition and use.
   (b)   “Use plan” means the narrative and/or map or exhibit components of an improvement plan as are appropriate to describe the proposed improvement.
   (c)   “Project area” means a deteriorated area for which an improvement plan or other equivalent plan has been prepared and approved by City Council.
   (d)   “Rehabilitation” means the restoration, rehabilitation or conservation of a City owned area or part thereof by:
      (1)   Formulating and carrying out a plan for a program of improvement, modernization, repair or rehabilitation of publicly owned structures;
      (2)   Otherwise removing or preventing the spread of deterioration on City owned property;
      (3)   Constructing or reconstructing necessary buildings, streets, playgrounds, utilities, parks and other public improvements.
   (e)   “Matching funds” means that the City, as an incentive to private persons, organizations or other private entities, upon approval of a plan will contribute funds from the Capital Improvement Fund equal to the amount of private funds donated up to the amount of $50,000.00.
