Within 72 hours of the towing, immobilization, or impoundment of a vehicle in accordance with Chapter 303 of the Codified Ordinances of the City of Portsmouth Police Department or its designee shall send a notice by ordinary mail, or certified mail if the Police Chief or his/her designee desires, to the owner at the address as given on the motor vehicle registration from the Bureau of Motor Vehicles of the state registered. The notice shall include:
(a) The name and address of the registered owner of the vehicle towed, impounded, or immobilized;
(b) The license plate number of the vehicle towed, impounded, or immobilized;
(c) The reason for the towing, impoundment, or immobilization;
(d) The location, date and time where the vehicle was towed, impounded, or immobilized;
(e) The contact information for the entity to obtain release of the vehicle; and
(f) The time, place, and manner in which a hearing to contest the towing, impoundment, or immobilization can be initiated.
