SECTION 114. HOW CONSTITUTED, PROCEDURE AND EMPLOYEES.
   The City Planning Commission shall consist of the City Manager, City Solicitor, City Engineer or the head of the Engineering Department of the City by whatever name designated, and two (2) citizens of the City of Portsmouth, Ohio, appointed by the President of Council, with approval of a majority of City Council to serve terms of three (3) years each. The Commission shall choose one of its members as chairman, determine its own rules of procedure, and may employ a secretary and such experts and employees as may be necessary and authorized by Council. The Commission shall have power and authority to call upon any branch or department of the City government, at any time, for information and advice needed by the Commission in the prosecution of its work.
