An application shall be acted upon within thirty calendar days after it is filed in the office of the Commissioner of Air Pollution Control. Approval of the application for a permit may, at the discretion of the Commissioner, include a condition requiring emission tests to be made upon completion of installation for which the permit has been issued, to establish compliance with the emission limitations of this chapter. The Commissioner shall notify the person applying for the permit of the approval or reasons for rejection of the application in writing. Upon the approval of the application and upon the payment of the prescribed fees, the Commissioner shall issue a permit for the construction, reconstruction, installation, or alteration of such process, fuel-burning, refuse-burning, or control equipment.
