(a) The Appeals Board shall consist of seven members appointed by the Mayor and confirmed by Council, who shall serve without compensation, to hear an appeal of a person adversely affected by any decision of the Board of Health on matters pertaining to violation of the Air Pollution Ordinance.
(b) The Appeals Board shall consist of: one member representing City Council; one member representing the Board of Health; one member of the Medical Society; one member with a degree in chemical engineering; one member representing industry; and two members as private citizens.
(c) The member of City Council and the Board of Health shall serve only while in their official capacity and for a period not to exceed two years. The remaining five members shall be appointed for the following terms: two members for one-year term and three members for two- year terms for their first appointment and thereafter each member shall be appointed for a term of two years.
(d) The Mayor shall appoint the Chairman of the Appeals Board.
