This chapter is designed to prevent and control air pollution by prescribing the duties of the Board of Health with respect to air pollution control, empowering investigation and abatement, providing for the establishment and enforcement of rules and regulations, providing for the registration and establishment of a comprehensive emission inventory for major sources located within the City limits of Portsmouth, establishing limitations upon the emission of air pollutants, declaring emissions which do not meet such limitations to be unlawful and a public nuisance, prohibiting certain acts causing air pollution, providing for fines and penalties for violation of the provisions of this chapter, and providing just and adequate means by which the provisions of this chapter may be executed.
