For the purposes of this chapter, the following definitions are used:
(a) “Controlled substance” means substances identified in Schedules I, II, III, IV and V in Ohio R.C. 3719.41.
(b) “Permits, licenses or authority of any kind” means a building permit, code compliance certification, minor or major site plan approval including amendments to site plans and operating permit or certification.
(c) “Pain clinic”, “pain management clinic” or “pain management center” means a privately owned clinic, facility or office which advertises in any medium for any type of pain-management services or employs a physician who is substantially engaged in the treatment of pain by prescribing or dispensing controlled substances, and is required to register with the Ohio State Medical Board pursuant to Ohio R.C. Chapter 4731.
