It shall be the responsibility of the developer in the case of subdivisions, or the property owner in the case of individual lots, to have prepared by a professional engineer, registered under the laws of the State with expertise in geology, a geological investigation and report attesting to specific site conditions and the extent, if any, to which the site can be modified by removal of vegetation, altering the natural flow of water, cutting or filling. The report shall be sealed by the engineer performing the evaluation.
