No final plan shall be approved by the City Planning Commission and no land shall be separated, exchanged, transferred, leased, sold or developed, and no services shall be extended or provided to any such property, unless the owner, subdivider or developer has made a payment to the Building Officer of such a sum as to include the actual time spent in the review of such plans and of engineering services provided during construction, as determined from cost records of the Planning Commission and of the Department of Engineering. Costs are to be computed on the basis of current costs.
