Grading shall be done for the full width of the right of way and in accordance with the development plans submitted with the preliminary plan and approved by the Planning Commission. In order to avoid steep banks, grading of streets and roads shall be carried on to lots fronting thereon to a reasonable extent so as to make such lots useful for building purposes. Storm sewers of sufficient size shall be installed wherever needed in the opinion of the Engineer. Watercourses crossed by a street or road shall be provided with permanent culverts of adequate size as approved by the Engineer.
