Every person intending to subdivide land within the corporate limits of the City, or in the unincorporated territory not more than three miles beyond the corporate limits, shall first submit to the Planning Commission a preliminary plan before preparing and submitting a final plan of such subdivision. No person shall subdivide, auction, separate, transfer, lease, sell, grade, fill, develop or otherwise divide land unless and until such person has submitted to the Planning Commission a preliminary plan and complied with other requirements of these Subdivision Regulations. The preliminary plan shall be submitted in compliance with the following provisions.
