1103.02 NOTICES.
   (a)   Wherever the Building Officer is satisfied that any work is being done or any transactions are being made in violation of these Subdivision Regulations, or in violation of a detailed statement or plan submitted and approved thereunder, such Building Officer may serve a written notice or order upon the person responsible therefor, directing discontinuance of such illegal action and the remedying of the condition that is in violation of the provisions and requirements of these Subdivision Regulations.
   (b)   In case such notice or order is not promptly complied with, the Building Officer shall notify the City Engineer, the City Public Utility's Director and all utility companies of such violation and shall request the same to stop all services to the property where such violation is being perpetrated and to refuse such services until these Subdivision Regulations are complied with. The Building Officer, in such case, may also request the City Solicitor to institute the appropriate action or proceeding at law or in equity to restrain, correct, remove or prosecute such violation.
