No person shall subdivide, resubdivide, auction, separate, transfer, lease, sell, grade, fill or otherwise divide or develop any land located within the City except in full compliance with all the provisions of these Subdivision Regulations, nor shall the plat of any addition or subdivision of any land located within the City or within unincorporated territory outside of but within three miles of the corporate limits of the City be approved by the Planning Commission or by Council unless the same is prepared in full compliance with the provisions of these Subdivision Regulations.
