If the Service Director is satisfied that the event, contest, exhibition or game is not of an unlawful nature and that the applicant therefor is a responsible person, he shall grant the use of the Stadium or Parks under the terms of this chapter. Every grant or permit shall be in writing and signed by the Service Director, setting out the conditions under which the grantee shall operate.
