Application for the purchase of lots shall be made to the City Manager who shall keep a register of sales showing the persons to whom and the time when sales were made, and any person desiring to purchase a lot shall pay the value thereof to the City Auditor, and take his receipt for same, and upon the presentation of such receipt to the City Manager, it shall be the City Manager’s duty to give to the purchaser a certificate of purchase, which certificate shall entitle the purchaser and his or her heirs and assigns to the exclusive and perpetual use of the lot. However, any person may use for interment free of charge that portion of the cemetery set apart for a free burial place.
