941.06  RULES, REGULATIONS, POWERS AND DUTIES OF THE CITY MANAGER.
   It shall be the duty of the City Manager to supervise, see to and provide for the control of the keeping, collection, removal and disposal of all refuse matter that accumulates within the City.  It shall also be the duty of the City Manager to enforce or cause to be enforced the provisions of this chapter, to include, but not limited to appointment of the Sanitation Code Enforcement Official.  The City Manager shall have the power to establish rules and regulations with reference to the handling, collection and disposal of garbage and refuse as may be necessary, proper or convenient to facilitate their collection and disposal and shall have the authority to set rates for residential pickups from other than residential units as defined in this chapter.
