(a) The Commissioner of Health shall have the power to establish sanitary rules and regulations covering the collection and disposal of garbage, rubbish and waste matter, not inconsistent with this chapter. Such rules and regulations, when published, shall become, and are hereby made, a part of this chapter. Any person violating any one of such rules and regulations shall be punished as for a violation of this chapter.
(b) The City Manager shall have the power to establish rules and regulations with reference to the handling, collection and disposal of garbage or refuse as may be necessary, proper or convenient to facilitate their collection and disposal and shall have the authority to set rates for residential pickups from other than residential units as defined above.
