(a) Water, sewerage and sanitation rates shall be billed on the first day of each billing cycle, as established by the Director of Utility Account Services and shall be due and payable upon receipt.
(b) The City shall issue a unified bill for utility services, which shall include water, sewerage and sanitation collection. In the case of multiple households on one water meter, the person in whose name the meter billing exists shall be responsible for the payment of the individual households on that meter.
