(a) A utility deposit of two hundred dollars ($200.00) shall be required for all persons occupying residences using City water, sewerage and sanitation services who are tenants or individuals purchasing the property on a land contract. Upon written application and the payment of the two hundred dollars ($200.00) deposit with the Director of Utility Account Services, the Department of Utility Account Services shall proceed to do those things necessary for the furnishing of water, sanitary sewerage and sanitation services to the premises.

(b) A utility deposit will not be required of the property owner. The property owner may co-sign for a tenant.
