The Director of Utility Account Services shall investigate, adjust and rebate all claims of customers of the Department of Public Utilities having to do with leakage in the water service connection to such customers arising from unknown causes. Any such adjustment, rebate or compromise affecting any City Public Utilities customer in relation to such leakage arising from unknown causes shall be expressly limited to such leaks occurring between the meter servicing the customer's building and the physical connection to the building of the customer.
The City shall not adjust water leakage on any service line connection of a substandard material unless and until such service line has been replaced with one of material approved by the Building Code of the City.
