All sewers, drains, urinals, sewer gas and waste traps and pipe, and everything pertaining to house drainage beyond the line of any street, lane, alley or other public ground, shall be accessible to the Department of Engineering, its employees and the Commissioner of Health, and shall, except where otherwise provided, be under the care and control of the Commissioner of Health.
