The Department of Engineering shall have the power to disconnect any or all pipes to the sanitary sewer which are made before a permit has been obtained or which are not made in compliance with the provisions of this chapter. The Department of Engineering shall have like power to disconnect any and all taps to the sanitary sewer through which substances or materials pass into the sewer that are prohibited by the provisions of this chapter.
