Whenever it is necessary to make a connection with any main or lateral sewer where no "Y" has been placed, the junction pipe shall be furnished by the sewer builder, and the same shall be inserted under the supervision of the Department of Engineering. Whenever it is necessary to cut into a sewer lateral or main, the connection shall be made with the appropriate vitrified clay slant, flanged "T" tap or flanged "Y" tap.
