All house connections shall be made straight, or in as direct a line as possible, from the "Y" branches to the sewers into which the premises are drained, and shall be at least four feet below the surface of the ground, except where otherwise authorized by the City Engineer. All pipes shall be laid to a proper grade of not less than one-quarter inch to every foot, where practicable, by the use of the spirit level.
