No person shall remove any embankment around any of the sewers, culverts or drains, or cause to be broken or injured any part of the arches of the sewers, culverts or drains, without permission of the City Engineer, or remove or obstruct any of the inlets of the sewers, culverts or drains, or break, injure or remove any portion of any catch basin, manhole cover or any part of any sewer or appurtenances thereto, or obstruct, in any manner, the inlet or outlet of any sewer drain. Whoever violates this section shall, in addition to the penalty imposed under Section 901.99, be held liable for all damages to persons or property in consequence of such act.
