In regard to the determination of points, lines, distances, dimensions and grades, the owners or persons doing the work referred to in this chapter shall be governed by the direction of the Department of Engineering, whose duty it shall be to give all necessary instructions in relation thereto whenever the same may be necessary in the prosecution of the work.
