It shall be the duty of the Department of Engineering, and it is hereby required of the Department, that whenever any street is being prepared for the paving of the roadway of the same, the Department shall cause to be placed thereunder, before the pavement is laid, service pipes both for water and for gas for every lot on the street to be paved which has not already service pipes for water or gas.
