No person and no department of the City, other than the department in charge of street repair and the duly accredited officers of such department, shall make any openings in the surface or pavement of any street, alley, sidewalk or public way of the City unless a permit to make such opening has been issued in accordance with the regulations contained in this chapter. The cost of said permit shall be one dollar ($1.00) per square yard of proposed street opening(s). ($50.00) minimum fee). This fee is assessed to compensate for the loss of integrity of street pavements resulting from cutting, excavating and patching of the street. No permit is to be issued until this administrative/permit fee is paid.
