No person shall obstruct any gutter or drain, or permit the same to be done, or to become foul in front of or around his premises. It shall be the duty of every person to keep the gutter around the premises owned or occupied by him clear and clean by throwing whatever may have been deposited therein into heaps convenient for removal. After having been notified by the Department of Engineering to clean the same, no person shall neglect to do so.
