901.12 OBSTRUCTION OF STREETS AND SIDEWALKS; RESPONSIBILITY OF OWNERS AND OCCUPANTS.
   It shall be the duty of the owner or occupant of, or any person having the care of, any building or lot abutting upon a street or sidewalk, to cause such street or sidewalk to be clear and free for passage. No dirt, wood, coal, ashes, rock, stone, mud or other obstruction shall be allowed to impede the free and convenient use of such sidewalks and streets. However, the provisions of this section shall not apply to persons who have secured permission to store building materials during the repair or construction of buildings.
   No owner or occupant of, or any person having the care of, any building or abutting lot, shall deposit or permit to be deposited, either through his own physical actions or by his failure to take reasonable preventive measures, any dirt, wood, coal, ashes, rock, stone, mud or other refuse from or over his premises that becomes an obstruction in any sewer, receiving basin, watercourse or other place from which it may be carried or washed into a City sewer.
