It shall be the duty of the City Engineer to ascertain the spaces of all street numbers and, upon application, to furnish each property holder, or his agent, with the number of his house, shop, store or other building. For this purpose he shall prepare and keep in his office a plan of each street as may be necessary to carry out the provisions hereof. The City Engineer is hereby authorized and directed to perfect all details and to make such rules and regulations as to numbers as shall carry into effect the system of numbering houses as indicated herein.
