No person shall obstruct any street by placing in the roadway of the street any scales, poles, postboxes or any article of any description which may become an obstruction, without having first obtained the consent of the City Manager to do so, and all persons owning, controlling or having in charge any such articles so located in any street shall, when notified by the City Manager, remove the same forthwith.
