No person shall move or cause to be moved any load or burden exceeding eight tons in weight along or across any paved street, avenue or alley in the City unless the roadway is first suitably laid with plank not less than three inches thick and twenty inches wide, under the direction of the Department of Engineering. In no instance shall such load be moved or hauled except on rollers whose surface contact is at least fifteen inches.
