No person shall build or place, or cause to be built or placed, any house, shop, fence or structure of any kind, designed to be on the line of any street or alley, without first ascertaining from the City Engineer the true position of such line. Any person offending against this provision shall, on notification by the City Engineer, forthwith proceed to remove the obstruction. If not removed within a reasonable time, the same, by order of Council, may be removed by the Department of Engineering at the expense of the person owning or occupying the premises. This remedy shall be in addition to any penalty imposed upon the offender under Section 901.99.
