No person shall in any manner remove, deface or destroy any limestone bench mark, cornerstone or any monument whatsoever which has been placed or established within the City for the purpose of establishing the true location of streets, alleys, lots or lands, unless where such replacement or relocation is authorized by the City Engineer.
