753.21 PARKING TRAILERS, CAMPERS AND OTHER OBJECTS OR COMPONENTS OUTSIDE LICENSED CAMPGROUNDS AND IMPOUNDMENT.
   (a)   No person shall within the City, park or place an inoperable vehicle, junk motor vehicle, camper, boat, concession trailer, tow trailer, ATV, UTV, or car parts on a vacant lot unless the lot is immediately adjacent to the property owner’s residence and does not create a nuisance condition as defined in Section 303.081 of the Ordinances of the City of Portsmouth.
   (b)   Any lot used for the parking of an inoperable vehicle, junk motor vehicle, camper, boat, concession trailer, tow trailer, ATV or UTV must be graveled, paved or covered by an impervious surface. No parking shall be permitted on unimproved or grass lots.
   (c)   Only one unoccupied trailer or camper stored in any accessory private garage/building, in a rear yard or driveway shall be permitted. However, no living or sleeping quarters shall be maintained or any business practiced in such trailer or camper while parked. The trailer or camper shall not be connected to electrical service while parked or stored.
   (d)   Violation of any provisions of this chapter may result in immediately impoundment of the inoperable vehicle, junk motor vehicle, camper, boat, concession trailer, tow trailer, ATV, UTV or car parts.
