No person shall establish, operate or maintain, or permit to be established, operated or maintained, upon any property owned or controlled by him, a trailer camp or tourist camp, or combination of the two, within the corporate limits of the City without first having secured a license therefor from the City Manager granted under the terms and provisions of this chapter.
