745.32 ISSUANCE.

If the City Manager is satisfied, after investigation by the Police Department, that the applicant for a driver's license is a suitable and proper person to operate a taxicab within the City, he shall notify the City Auditor in writing and the City Auditor shall then issue a license to the applicant upon payment of the proper fees.
