At the time a license is issued by the City Auditor to the owner of any taxicab, the City Auditor shall also issue to such owner a written license upon which shall be inscribed or printed the words "Licensed Taxicab", and also the number of such license and the year in which it was issued. These licenses issued each year shall be numbered consecutively, beginning with number one.
